Update Django to 1.3.x

Description
The Django infrastructure should be updated from its current 1.1.1 incarnation to 1.3.1 or later. Upgrading to 1.4.x has been discounted due to the Django team dropping support for Python 2.4. Release notes for the versions in question:

This will entail a review of the release notes from Django 1.1 all the way through 1.3.1, addressing any incompatibilities and finally attempting to take advantage of additional and refined features from new versions.
