Implement java.util.prefs.Preferences-based server configuration

Description

To support multiple central server configurations, it most likely makes sense to use the java.utils.prefs.Preferences mechanism for specifying connection data and other essentials (omero.data.dir, etc.).

$omero prefs servers                          # "*" is default
        Beta2   at:     /opt/omero/3.0-beta2
        dev     at:     ~/svn-omero
*       omero   at:     /usr/local/omero

$omero prefs server                           # Using default "omero"
foo=bar
test=test

etc.
