Include SCIFIO core in ImageJ2

Description
ImageJ2 is a perfect candidate for core SCIFIO integration. As a BSD project, the original Bio-Formats GPL license would have prevented inclusion. SCIFIO, however, can be freely included and provide potential access to libraries such as Bio-formats to the IJ2 userbase.

The current distribution of ImageJ2 does include SCIFIO. And both now use the SciJava Common application framework, meaning they can possess a single shared context, which is very useful for a variety of reasons.
