Include SCIFIO core in VisAD

Description
VisAD is already currently bundled with Bio-Formats. With the deprecation of the classic Bio-Formats API it is pertinent that we convert referencing projects to SCIFIO - both to maintain currency and to provide these applications with the additional flexibility SCIFIO provides.

Now that VisAD is on GitHub, this work could be submitted as a pull request. But perhaps not until more formats have been converted to use the SCIFIO extensibility mechanism.
