Migrate loci.formats.* to JAR: bio-formats-deprecated

Description
After all Bio-Formats Readers and Writers have been converted to SCIFIO components, the entire package should be deferring to SCIFIO equivalents for functionality. Thus, the complete loci.formats library can be considered deprecated. There will still be a distinction between the core and BF formats. (those supported in SCIFIO and those within Bio-Formats)
