Refactor OMERO configuration for central administration (e.g., "/etc")

Description

The current file based method of OMERO configuration doesn't lend itself well to multiple installations on a single box, nor various other workflows. The current best proposal is to use a simple Java in-memory db (hsql/derby) in various /etc subdirectories. E.g.

  • /etc/omero/main
  • /etc/omero/dev
  • /etc/omero/3.0.GA
