blitz session and service management is incomplete

It was assumed that the lifecycle management offered by Glacier2 would suffice for all user workflows. This has not been the case, and in fact, some API consumers have had to bend over backwards to even keep services alive or continually recreate them.

r1761 should have fixed this. The thread support still needs to be put in place, but until then, users can easy roll their own. Also note #864
