Allow prevent annotation delete if linked

Description
Special handling of annotations is needed since there is no hibernate access to the annotation links from the annotations (#4916). For example, other graph specs list their backward links so:
/Image/DatasetImageLink
but something like:
/Annotation/ImageAnnotationLink
is not possible (yet).
Either by fixing #4916 or by adding some new syntax, it should be possibly to prevent the special "runTopLevel" handling that is done for annotations which deletes all backwards links.
