While re-working the FS/repository implementation, we should add a user (or group) to open file count map so that ResourceErrors are raised before the entire server reaches its file handle limit and crashes.
(The linked thread is refusing to login via LDAP because of too many file handles)
Note: it may suffice to limit the number of stateful services, which is already a bit more concentrated in the ServantHolder of ServiceFactoryI.
