Implement {omero.user:<uid>} for admin

Description
Similarly to the work on omero.group (#3529), it should be possible for administrators to act as another user (i.e. "sudo") without having to create another session.
update.saveObject(newTag, {"omero.user":"5"})
should save the tag as the user.
This may have limited utility since it will likely also be necessary to set omero.group to a group that the user is a member of, etc.
In the end, creating a proper session for the user may be cleaner, but there will likely be some activities for which this is still useful.

This commit allows admin users to pass omero.user in order
to set the current user id. For most uses, it's currently
also necessary to properly set an omero.group value for the
given user.
Referencing ticket #3527 has changed sprint.
