Test BF-CPP for compilation and runtime errors on Windows 32/64-bit

Description
The Bio-Formats C++ bindings must successfully compile and run on every target platform: Win/Mac/Linux? 32/64-bit.
We believe they are currently function in all Mac and Linux environments, but not Windows.
BF-CPP must be tested in a Windows environment and any errors should be reported and fixed.

The BF-CPP project has been replaced by the current scifio-imageio for ITK, which uses piping instead of Jace bindings.
Although this work is specific to ITK right now, future plans are to refactor for SCIFIO and create a generalized pipe C++ API that would then be consumed by ITK (and would be available for other C++ projects).
