Web Tree rooted on 'group'

Description

Should be possible to do this even before we have the underlying structure ready to support multiple groups.

Still need the option to root the tree on 'user' when they only belong to a single group.

Data loaded below each group should be specific to that group, E.g. url?group=123

In https://github.com/will-moore/openmicroscopy/tree/users_8235
The tree is now rooted on Group(s).

Reworking for users who are only in a single group will come later #8286.
