Description
In the current implementation, an experimenter who is a member of 2 groups can move the data between them.
When creating a group, Admin/PI should be able to decide if users can move data to other groups.
- If the option is off then the data cannot be moved. Does it mean that delete is not turned on? maybe.
- If the option is yes, the data could be moved
- to any destination groups
- to compatible groups. e.g. same funding. This start to be very tricky and maybe to difficult to explain to users.

Should this perhaps be a story under #1733? In other words, do we expect to complete the rest of #8100 and therefore this story would prevent us from doing so?
