Downgrade read-write groups to read-annotate

Description
As per #8562, it will be necessary to downgrade all existing groups to read-annotate so that group-members are not permitted to delete others data. This provides the same semantics as were available in 4.3. Group or system admins who would then like to migrate to read-edit can do so manually.
