Update ACLVoters to handle 'read-anotate'

Description
Currently there's a single block of code commented out in BasicACLVoter (see #1992) which is the basis for the split in logic between read-annotate and read-edit. Not only does this block need to be based on the setting of the permissions flag (#8564) but will also need to take object type into account (e.g. rdef, annotate, other) to make the permission settings more generally useful.
