Description

The following factors have been identified in the group drop down menu.

Location of groups dropdown reorders the main toolbar
Dropdown menu spacing needs reduction
Tooltips interfere with use - needs turning off
Ordering of group members needs to be alphabetical

Discussed this with Gus & comments on #8623 a while back:

As the ‘group’ dropdown is not always present, the main toolbar jumps around at the moment. Please can we show this button all the time even if inactive [ Is this still an issue? If so, please give more details. Where do we need to show 'group' dropdown? (Will) ]
Tooltips provide useful info - Don't want to remove. How to tell users they can click on the FIRST level of the drop-down menu to change group (don't need to choose user). Gus - Any ideas?
Group members are now ordered.
