Simplify creation of SystemTypes

Description

Currently when a server developer defines a "system type" it is necessary to keep SecuritySystem.isSecurityType() in sync, which can cause weird issues like NPEs in the security subsystem. It should be more straight-forward to do this. (Possible integrated with wiki:proposals/Validation)
