BUG: current jquery-ui sortable() is broken

Using jquery-ui-1.8.17, after a call to elm.sortable('destroy') that element can no longer be sortable again.
1.8.19 does not show this behaviour, so Ola will be upgrading omero to use that.
While at it, we're upgrading to jquery 1.7.2 so we take the latest stable.
