Missing etc/local.properties causes nasty exception during build

Description

Rather than:

Please run `ant setup`

the exception one gets is:

BUILD FAILED
/Users/jeanmarie/svn/OMERO-TRUNK/components/antlib/resources/ 
dependencies.xml:76: impossible to configure ivy:settings with given  
file: /Users/jeanmarie/svn/OMERO-TRUNK/etc/ 
ivysettings.xml :java.text.ParseException: failed to load settings  
>from file:/Users/jeanmarie/svn/OMERO-TRUNK/etc/ivysettings.xml:  
unable to load properties from /Users/jeanmarie/svn/OMERO-TRUNK/etc/ 
local.properties. Tried both as an url and a file, with no success.  
File exception: java.io.FileNotFoundException: /Users/jeanmarie/svn/ 
OMERO-TRUNK/etc/local.properties (No such file or directory). URL  
exception: java.net.MalformedURLException: no protocol: /Users/ 
jeanmarie/svn/OMERO-TRUNK/etc/local.properties
