In Chrome it's possible to drag the postits outside of the current window, and the browser adds white-space and lets you keep dragging!

(In [4ff3735666a6b97be9ef5a2270b03ac1c9557c81/ome.git] on branch develop) Moving ome.postit.js to use jquery-ui and limits drag to document, fixes #8767.
jqDnR dependency dropped, file removed.
Always keep the header within the screen OR allow drag on the postit body.
