Improve tarballs name on github

Description
Tarballs automatically generated by github have a funky name based upon their tag, e.g. v.4.3.4. Although the auto tarball option is quite handy, it would be nice to use standardized tarball names, e.g. omero-4.3.4.tar.gz.
- Tarballs corresponding to specific releases should be uploaded to github.
- Archived tarballs should be available under https://github.com/openmicroscopy/openmicroscopy/downloads
