(In [9d0ba0aa0ead6d45fa1ab2b96dba8412e588dde6/ome.git] on branch develop) Blitz saveDefaults() doesn't use 'omero.user'. Reverts 7c236f64. Fixes #8814

Also we use canAnnotate() to test whether we can save settings, since they are annotations on the image.
