Does a Pixels set have an archive?

Description
Prior to the run up to milestone:3.0-Beta3 Original File objects were only being created for Pixels sets that the user requested to be archived during import (a bug). This means that for clients there is no longer a way to check if a file has been archived.
For milestone:3.0-Beta3 the importer should set a Boolean annotation on the Original File object denoting if the Original File "is archived." In addition, the Raw File Store should provide a method which provides the caller with information about whether or not there is data stored in the OmeroBinaryRepository for that Original File.
