Admin canChgrp

Description
As discussed in #8710, we currently permit data Owners OR Admins to chgrp. However, we don't want Admins to move data to groups where the Owner of the data is not a member. This data wouldn't be browsable in the clients etc.
So, either we must only list compatible groups in the chgrp UI, OR we temporarily disable chgrp for Admins.
I will go for the latter in web, since this is the easiest "Bug Fix".
I'll commit this just now - Handing over to JM...

An admin can move other users data. Check the groups the
user is member of.
