Bug: Attachments missing in list of uploaded attachments when adding attachment to other user's image

Description
Log in as user-5; view user-6/read-annotate-1, any dataset.
Select an image and upload an attachment, it succeeds and is displayed.
Select a second image and try to attach the same uploaded attachment. The attachment list is empty.
Select one of user-5's own image and try to attach the same uploaded attachment; it is present in the list of attachments.
This looks like the same issue as the tags list, where the user's tags were hidden.
