At maximum zoom, the scroll bars are also too wide--there's a gap at the right/bottom edge.

This looks like it's specific to the OpenGL version. I see this using the OpenGL build of Insight on MacOS. This bug is not apparent using the non-OpenGL generic build using Linux or MacOS. Bug computing the quads?

error probably coming from int to float, we lose information as we go.

Problem using openGL version. Pushing since that section needs to be reviewed.
It looks like the alignment of the last row and column of tiles has a positive offset of one tile width/height. Off-by-one error?
