Integrate Scifio-Refactor with Develop

All SCIFIO development has been taking in an isolated branch (scifio-refactor). This is not a practical development model given the scope of changes required by this branch, as we will never be able to keep up with the changes to readers in the active develop branch of Bio-Formats.
By using an established legacy layer, however, we can have SCIFIO readers co-existing with loci.formats readers. This will ensure synchronicity moving forward in SCIFIO development, and immediate impact of the established SCIFIO framework.
This story depends on #9293 (at least) and should be completed immediately following the establishment of bio-formats-legacy.
