Migrate APNGReader classes

Description
The APNGReader is an established SCIFIO reader. Its components will be moved to a fork of the most current develop branch.
As part of this move, APNGReader classes will be consolidated to a new format:
Instead of many different classes, we will create a single APNGReader classes with nested inner classes. This allows us to keep the code in one file, but still have the separation of functionality dictated by the SCIFIO API.
