Migrate ome.scifio.utils classes

Description
When migrating these classes to the new branch, if there were changes to functionality (e.g. to use an ome.scifio.* class instead of a loci.formats class) then any unconverted classes still relying on that functionality will have to be updated with a bio-formats-legacy delegator or equivalent bridge.

Many of these classes were then moved to the ome.scifio.gui package to separate out the java.awt-dependencies.
