Webpublic testing scenario

Description
Late during the 4.4.0 release, we tested the webpublic functionality on gretzky. It would be good if this could be part of the standard testing scenario plan. Things to consider/include:
- A non-standard user (i.e. one with data) should be used
- If this user cannot login on startup (i.e. bad password) it should be made clear
- Various url filters should be tested
- It should be clear how to go from a public login to a regular login (at the moment, you have to type in the /login URL)
Feedback post-4.4.0 will also help to define this scenario.
