Add reader that uses the Slidebook SDK

Description
We now have official copies of the Slidebook 5 SDK for Windows and Mac OS X. It would be nice to have a reader that can use this SDK if it is present, falling back to the original reader if needed.
Given that we cannot bundle the SDK with Bio-Formats anyway, there is no need to worry about creating a native library bundle. The steps are then:
- write JNI wrappers for the native library
- write a separate reader that uses the JNI wrappers through a service
- write a delegate reader to pick between the native lib. reader and the original reader
- test thoroughly on Windows and Mac OS X
We aim to have this work completed by 15 October, in time for inclusion in the 4.5 release.

Any chance of bumping the priority of this ticket? After talking to Alex Herbert, it is still an issue for them.
