RFE: Clarify use of etc/omero.properties

Description
Luca Lianas has pointed out that omero.data.dir is not picked up from etc/omero.properties by bin/omero admin on startup. This is due to the Java/Python? split. Either we should make this clear, or possibly move all of omero.properties to a .ice file. (Though, how we'd source that during the build is unclear)
