Description
Add own tag to image.
Move image from Read-only-1 to Read-annotate-1 - data loses annotation flag icon.
Add new tag in Read-annotate-1 and icon reappears.
Move image back to Read-only-1 - flag icon retained.
Unlink Read-annotate-1 tag and flag icon disappears even though original Read-only tag still linked.

This is a problem due to the count in general (server-side). Web turned it off, we need to define a common strategy as part of the Browser review for FS. Moving to 4.5 for final decision see #5703
