Bug: Imagic files fail to import with FS: Missing img file in used files list

Description
Files on client:
% pwd /Users/rleigh/images/test_images_good/imagic % ls my_img.hed my_img.img
Files on server:
$ pwd /OMERO/ManagedRepository/user-3/2012/10/3/imagic $ ls my_img.hed
my_img.img was not copied over; it's not in the used files list, and I can't call setId on it.
