BUG: ROI Tool - Measurement Tool Insight

The same window in Insight is called two names, depending on from where it is started.
When started from Full Viewer via icon (hovering over the icon shows "Measurement tool".
When started from Main Menu/Window?/ROI Tool/... it is called "ROI Tool".
It would be good to call it the same name throughout.
I would suggest ROI-somethng as it deals mainly with ROIs.
Further, when the image is first opened in Full Viewer:
only the icon ("Measurement tool") way can be used. Although the main menu Window/ROI Tool/ is not greyed out, it does not work.
There is also in main menu Control/Measurement?... item with the sign of the icon "Measurement tool" next to it.
THIS MENU ITEM MEVER WORKS ALTHOUGH IT IS BLACK (not greyed out). It just does not perform the action.
