Implement processor registration

Description

As discussed ​here and in #946, all processors should register themselves with blitz.

This will be our first non-session-based registration, and may need some reworking.

This has been provided by #1672. Rather than an initial registration, processor instances are asked via storm whether or not they want to handle a script, they respond with their session UUID which is then checked for validity on the server.
