Description
A requirement for public publishing of image data is to make the original archived file available for download. This should be possible even if /webclient/ urls are not enabled for public.

(In [5bf74ca2d743f7fb900397be19542fba8621c801/ome.git] on branch develop) Moving 'Dowload archived files' from webclient to webgateway. See #9840
Url will now be /webgateway/arhived_files/download/<imageId>/. The /webclient/ url is no longer supported
but it was never a public url so this is OK. Don't need to change the html template, since this
url was referenced by name (not changed).
