Description
- Select a directory containing a file that cannot be imported (Out of Memory Exception) and other files that can be imported
- The ImportCandidates method throws an exception so the valid files are not returned.
- Ideally all files should be returned the ones that can be imported and the one that cannot be imported +Error

This allows us to continue if, for instance, an OOM is thrown during
setId.
Fixes #9872.

This is not a problem in Bio-Formats, but rather in ImportCandidates, right? ImportCandidates already calls setId in a try/catch block, so I guess that it is just a matter of doing something different when Exception is caught.
