Description
Before FS a text file "original_metadata.txt" was created and linked to the image as a file annotation. This is no longer the case i.e. no file generated.
Similar to download,
- the option to download the file needs to be turned all the time.
- Modify the call, i.e. load annotation or generate the file on the fly

Will/Jean?-Marie: I should be opening a PR with the new API this morning. It shouldn't be necessary to have duplicate logic (pre-FS / post-FS), but the pre-FS logic is not yet in place: see #10703. Who should I pass this ticket off to?

I am going to prepare on dev_4_4 code to modify the download of metadata so it is easier to rebase.
you can pass it to me since I will be working on that section from today.

PR https://github.com/openmicroscopy/openmicroscopy/pull/1026 opened with the new API. Passing off to J-M for insight work, which I didn't touch at all. Will, some changes made to OmeroPy/OmeroWeb? here. If you'd like to suggest changes or open a PR against this, feel free.
