Create Dataset when D/I selected

Users expect to be able to create Datasets when a Dataset or Image is selected.
You can currently create a Project when Project is selected, so you should be able to do the same with Dataset.
In addition, if images are selected they should go in the new Dataset.
Referring to the comments in PR_1249 would be nice to inspect what is the most likely expected behavior as if you select Images and create a Dataset, the Images will be added to the Dataset, but that Dataset become orphaned regardless of the original Dataset was a child of the Project or not.
From the other hand would be nice to align the behavior in both clients.
