PYR: Prevent infinite loop of MissingPyramidException

Description
Scenario:
- user accesses a big pixels without a pyramid
- server throws a MissingPyramidException
- server starts processing pixels
- server fails; pyramid doesn't get created
- user waits and tries again
- gets same exception
If makePyramid fails, then future attempts by the user should get a ResourceError.
