Display PyCHRM XMLAnnotations in clients (Insight?)

Description

PyCHRM classifiers are currently attached to projects/datasets and predicted labels as tags. The proposed classifier XMLAnnotation replaces this.

JM suggested this would fit neatly into the Insight Attachments pane. Would it make sense to concentrate on Insight for now and leave the web until later?

Note this depends on #10650 (Modify PyCHRM to use XMLAnnotations) being completed first in case further changes to the schema are needed.
