Update bf error on windows.

Description
Problem noticed during the 5.0.2 release walkthrough
On windows: update bio-formats option (i.e. Select Plugins > Bio-Formats > Update Bio-Formats Plugins and go to the Stable build (..*)) does not work correctly
This is due to a jar renaming failure i.e. rename bf_package.jar.tmp to bf_package.jar
I have deleted bf_package.jar then manually renamed the jar and it worked as expected

You may also have a look at Agilo extensions to the ticket.
This is expected behavior at the moment. bioformats_package.jar is in use by ImageJ, so the file lock prevents it from being automatically removed as on Mac/Linux?.
