BUG: Attachment of local files does not work

In Web, when clicking onto the Attachment plus sign and selecting a local file to attach, the action does not proceed.
Instead, "NO FILES ADDED" message appears in the right-hand pane.
This bug was orinally reported during testing of https://github.com/openmicroscopy/openmicroscopy/pull/3187
