Verify processor.py works on Windows

It is unclear if processor.py will work in all cases on Windows (due to the error handling use of os.kill)
Now that background processing (makemovike.py, populate_roi.py) is being done via processor, this will need to be solidified.

With r5423, processor.py seems to be fully functional on Windows. The only thing that is missing is the ability to cancel (SIGTERM) a script. Instead, the equivalent of SIGKILL is used.
Done while working on various other tickets like #1524. The biggest issue was: #1518
