LegacyRepository lock prevents OmeroTables from starting on Windows

Description

On Windows, the lock from the Java process blocks Python processes as well, so that OmeroTables cannot find out the repository uuid. Theoretically, this is good because it prevents OmeroTables from reading, but a workaround isn't currently in sight, so will change the semantics for now.
