Test delete queue concurrently for hangs and bottlenecks

Description
Each delete queue implementation has several possibilities for contention between threads and clients. There needs to be a significant multi-threaded test in place to catch any issues.

The queue itself has now been heavily tested. The refactored version is also the basis for chgrp and chmod. There's no automated tested, so closing invalid.
Referencing ticket #3277 has changed sprint.
