On my system loading webadmin/experimenters (the home page) takes ~30 seconds because of all the users. After maybe 50 or 100 users, paging should set in. Pagination could be added to groups as well.

Moving to a story in unscheduled. Adding a service method should be very straight-forward. All methods should really limit out at a given level. We need to review many other methods as well. I'll but this in API evolution.

This is possible if server provides extension to the IAdmin. At this moment it is not possible to get number of items you’d like to have on each page.
