Login module can throw a PSQLException

Description
This would otherwise be fine, but clients are expected to have the driver jars on their classpath and so the exception ends up being very confusing.

r2060 has code which should catch any exception of this form. However, with OmeroSessions it will not happen. Closing this ticket, considering it merged with #864, but if there are any problems with r2060, we may have to reopen.
