Web - configurable links

Description
Need to provide hooks for users to extend the webclient with their own functionality, ideally without editing webclient code.
"Top Links" have already been done, for adding links beside "Data", "History", etc.
To add "toolbar links" we'd like:
- Path to icon (or use text for label)
- url (reverse)
- title for tool-tip
- id (allows user to add their own functionality)
